Times): Two days after laying the foundation of Rs 2052 crore diesel locomotive 
factory at Marhaura near Chapra the railway minister, Lalu Yadav, on Monday repeated 
the same performance in his old parliamentary constituency, Madhepura. The only 
difference is that Madhepura would be producing electric locomotivesat 
least 120 in a year. The factory in Marhaura (Chapra) would be producing 150 diesel 
engine every year. But 
the railway minister quickly tried to dispel the impression that he was rewarding 
his electorate by stating that the railways were not establishing these two factories 
in Chapra and Madhepura because he got elected but because the people of the region 
had enough potential to contribute for the development of the state. The Rs 1,300 
crore engine factory would provide thousands of jobs in Madhepura. Besides, railway 
training schools will be opened both in Madhepura and Chapra. Like in Chapra he 
announced several other broad conversion and new rail track laying projects in 
the Kosi belt. While 
the railway minister in his foundation laying-spree is leaving no stone unturned 
to take a dig at the Nitish Kumar government and urging the people to attend the 
Chetawani rally schedule to take place in Patna on October 28 the chief minister, 
on his part, hit back at him by stating that Lalu Prasad was getting trapped in 
his own web. He charged the RJD chief with misusing the railway functions for
